have had battery checked, which is fully charged, changed starter motor but
still no ignition lights on and won't tick over at all

Check the battery cables make sure they are all secure. Next would be checking to see if you are getting power to the solenoid. If you aren't then it could be an ignition switch ( the electrical switch not the key and tumbler) or a blown fusible link in the wiring.

if their is no ignition lights check the vans earth their is a fuseable link on the battery neg to earth which blows when the starte draws too much current too check get a multimeter place on neg terminal and suitable earth try and turn over if you see 12v then the link is blown and is not completing the circuit or take a jump lead attatch negative to battery negative then the other end of neg lead too the engine earth if you get dash lights then its the fuseable link
