VW Polo 1996 P Reg wont start?

Yesterday we changed the starter motor and it still wont start, when the key is turned all the ignition lights come on but nothing happens eg: no sound etc, any ideas of what could be the problem the battery has been checked and it is fine. Any help gratefully appreciated.
